emacs "does not respond" on shutdown/reboot

Bug Description

Binary package hint: emacs23

When I choose to shutdown or reboot the system, the emacs process does not respond
to session manager, which results in an interruption of the shutdown/reboot process,
with a corresponding message about emacs not being cooperative enough.

This turns an otherwise automatic shutdown/reboot process into something which
requires human supervision, which is obviously less convenient.
