Bug Description

Currently the management command 'process-payment-notifications' is set up to be called regularly to process any subscriptions in the PaymentNotificationReceived state (or PaymentInitiated with the --include-paymentinitiated option).

But users don't want to be waiting around for 1 minute after purchasing for the cron to run it, so it'd be better to convert it to an on-going process.
