Bug Description:
The checkboxes in the admin interface for consumer don't stay checked.

Steps To Reproduce:
1. Login to the admin interface
2. Goto the OpenID RP Configs
3. Setup or modify a consumer
4. Save the form
5. Edit the consumer again all the checkboxes have been emptied
Expected Result:
I expect any options to remain checked unless I uncheck them
