Bug Description

Binary package hint: telepathy-logger

The https://wiki.ubuntu.com/MainInclusionProcess procedure has been followed and the package suits the requirements

* it's available on all supported architectures
* rational: it's a depends on the new empathy
* there is no record of security issues
* the package is actively maintained by the telepathy team upstream and in debian, the ubuntu desktop team will maintain it in ubuntu
* there is no user interface to review or translate, it will be used in empathy
* the build-depends and depends are in main
* the packaging is standard source v3 quilt dh7
* it's part of the telepathy stack and maintaining it with other telepathy components should not be an issue
