liblpsolve55-dev is not pkgconfig aware

Binary package hint: liblpsolve55-dev

While trying to compile GLP-solve, a GUI for lp-solve (which would be interesting to have already compiled for Ubuntu, but that's another matter), I was required to put a file on /usr/lib/pkgconfig, since the configure script wouldn't work otherwise.
I suppose having development libraries unavailable because pkgconfig is not aware of their being there is a bad idea altogether.
