Should waste less space due to FAT overhead when storing small files

Bug Description

If we used a container format we could store a lot more tiles due to not wasting a block for every tile.

Just a quick note to look at the 'SD card tile cache' thread on the dev list. I'm assuming that the conclusions of any discussion there will end up here.

By request, I'm also attaching an old patch of mine to use an sqlite database for map tiles. I never actually ran this patch. I vaguely remember writing a program on my Mac to load all my cached tiles into an sqlite DB offline to prime the cache, and the db file ended up comparable in size to the tiles in the filesystem. I can't find that code now though.

Thanks for being honest, Willu. I've moved the target release to 1.1. If anyone is able to do any work on this, I'm more than happy to bring it forward.
