v 2.17.2 contains code triggered by this bug report:

Where absence of media in an optical drive causes mount(8) to delay for 15 seconds before returning to the command prompt.

This was raised on the util-linux-ng .kernel.org mailing list. The behaviour of mount(8) has been been reverted so that the 15 second delay no longer takes place (see: http://article.gmane.org/gmane.linux.utilities.util-linux-ng/3163).
