Bug Description

As per http://<email address hidden>/msg02999.html, launchpadlib.txt is mostly disabled because creating a Launchpad object in the setupGlobs for page tests breaks the test suite.

Since it hasn't been done, and AIUI the code isn't here anymore, I'm going to consider this bug a work item rather than an actual defect; closing it accordingly.
