onboard does not display new layout after switching keyboard layout

Bug Description
When using multiple layouts for the keyboard and switching between them, onboard continues to show the first layout listed in the Layouts pane of the Keyboard control panel.
However, clicking on a key in onboard after switching layout, onboard sends the character of the new layout for that key, even if it is still showing the old layout.

Francesco, I'm marking this as a duplicate of #65626, since they both have very similar causes and I'll fix them together.
