as a matter of fact, cmake should not build locales at all for debug builds, only for releases.

Trunk now has the following system:

- Release builds have the locale building enabled as default
- Debug builds don't have the locale building enabled as default, if you want it, use "make lang"

Remembering the state and only running if nothing has changed is a more tricky part.
