"Delete (keep local)" does not work, and leaves workingtree locked

Bug Description
"Delete (keep local)" menu does not work. Specified file is not deleted from branch (and from working tree, too).
And, after executing it, working tree is left locked.
Modules are all installed by bzr-2.1.0 windows installer.
Command line "bzr remove --keep" works normally.
