Syncdaemon creates lots of .u1conflict files when there are no real conflicts

Bug Description
U1 is syncing a large number of files from one machine up to the servers. Only one machine is syncing. The files on the machine are all newer than the files on the server (and most are not on the server at all). But nevertheless a large number of .u1conflict files are being generated. I do not understand why.
Below I provide a list of conflict files generated by u1 as well as my log that should record the process.

I'm having this same problem on another machine syncing with the same account. .u1conflict files are created despite the files being identical.
