ModemManager seizes ttyS0, preventing use by other apps

Bug Description

ModemManager prevents, in my case, the use of ttyS0 by efax. When efax attempts to connect to my POTS line with my USR5610 modem via ttyS0, it gets "Warning - ttyS0 locked or busy - waiting"

Another user alerted me to the workaround, which is to remove ModemManager with Synaptic. Removal plus restart puts efax back in business. Of course, that puts ModemManager out of business in whatever it is supposed to do!

I presume there may be programs other than efax also affected by the same problem. I'd report it as a bug in ModemManager if I could get the Ubuntu Bug System to work, but it seems to be its own bug!

Since some time ago, ttyS0 shouldn't be used by ModemManager unless specifically tagged in udev. So this bug is probably no longer valid.
