Messages and goals should not be added to the system if the email can't be sent

Bug Description

If the email server is up, allowing the user to specify a recipient of a message or goal, then the UI should give an error message if a recipient (or the sender, for that matter) do not have an email address configured. Going ahead with adding the message and failing to send the email later is not an option.

Of course, if the email system is down, rendering the widget with no ability to select recipients, it's ok to allow the message or goal to be added as this was the desired effect of the recent change to the widget.

If the widget is active, we can still limit the people in the list to those who have email set. Then there doesn't need to be an error trap laster in the code for people selecgted who don't have email set.
