Bug Description
At the moment groups with only one Administrator run the risk of having that administrator be a bottleneck for approving new members, if that Administrator falls ill or something, then possible contributers may not make contributions - specifically with regards to Rosetta.
With many teams having multiple Admins isn't feasible, so having many admins cannot be enforced.
It would be nice if there was some text somewhere to remind the Administrators to "promote" team members that they trusted. This will hopefully result in quicker workflow..

Perhaps we can make displaying this text dependent on there being less than, say, 3 admins for a team.
"[NOTE] This team has less than the recommended 3 admins. You can promote team members to admins by blah blah blah."
Of course, we shouldn't show such a notice if the team is small, perhaps < 5 people.
