anacron should be a dependency of ubuntu-standard

Bug Description

cron is a dependency of ubuntu-standard.

The /etc/crontab file show that cron is running the daily, weekly and monthly cron task between 6 and 7 o clock.

My computer will never run at this time and thus none of those cron daily/weekly/monthly tasks will ever run on my computer.

I think anacron should be installed by default (in addition of cron) in order to guarantee that the system tasks are performed.

Does it means that the /etc/cron.daily/apt script will never run and thus that the system will never be updated ?

I have unmarked it as a security issue since this bug does not show evidence of allowing attackers to cross privilege boundaries nor directly cause loss of data/privacy.
