migration-assistant (Migrating documents and settings) fails to create/allow account mapping

Bug Description
This is the actual real-world use case:
While trying to pitch Linux (Mint) to older users (50/60s) as a replacement for an aging WinXP installation migration-assistant fails to copy and create the selected accounts from the Windows XP install.
The Windows XP accounts are named: admin, dad, mom, sis ; each family member having their own account and settings.
The resulting linux accounts should be similar, but renaming account names is tolerable.
During one install where the user-account was named 'dad' it appeared to copy just that account.
During another install with an initial account 'a' it appears to have copied -no- accounts.
I enabled all the listed package repositories and cannot find migration-assistant (though I did find that that was the package after many hours of searching) in any; nor can I find it from my ubuntu laptop.
Migration-assistant should allow the following:
1) Optionally create new accounts
2) Allow mapping documents and settings in an many to many fashion. (That is each source can be copied to an unlimited number of destinations. A simple grid-view where columns are one set of accounts and rows are another would allow the desired mapping; weighting (order of copy) could also be set.)
3) As mentioned in some ubuntu task documents, allow for backup/archiving accounts to other media in the case of a destructive (replacing) install.

4) I forgot to add: Migration Assistant should be available to run -after- install as well (in case things are missed or to sync data before finally wiping out windows); in case Linux fails to sell it's self it might also allow copying documents/settings back.
