wxBanker should handle C locale more elegantly

Bug Description
When using the C locale, wxBanker will crash on the command-line with no useful output. We should detect a C locale, and at least pop up an error message linking to a FAQ, or perhaps better pop up a list of available locales, ask which to use, and save it in the config, using it in the future when the C locale is encountered.
