download-cache should use a lightweight branch

Bug Description
The download-cache currently is a full bzr branch. This means that, even if we remove old distributions, they will still be downloaded. Using bzr is a bit odd for this task, but it is a tool with which Launchpad developers are familiar, and there are no other known downsides. To address this problem, we should change our download cache to a lightweight branch.
Martin Pool warns that this may cause network access for some operations. We should be careful of that.

Sorry my last paragraph was not helpful. The warning was that we should generally not be doing network operations in production during the build, but Martin warns that there are some bzr bugs that might cause network access when doing certain operations that should not logically need to do so. I'm afraid I'm not clear on the further details.
