confusing message if signer can upload packages from some package sets but not others

Bug Description
If you have upload privileges to some package sets but not others, and you try to upload a package you're not allowed to upload, then you get a message like this:
2009-09-07 16:17:55 WARNING Upload was rejected:
2009-09-07 16:17:55 WARNING The signer of this package has no upload rights to this distribution's primary archive. Did you mean to upload to a PPA?
But it's not true here that the signer has no upload rights at all; in this case I'm running in a test environment where the signer has upload rights to Xubuntu-specific packages, just not to the particular package I'm test-uploading. The error message is inaccurate here.
