Bug Description
When Checkbox calls upon apport to report a bug, the default browser is eventually called to complete the bug reporting process in Launchpad. If there is no browser window already opened, it will come up in the foreground. However, if there is already a browser window opened, then the user will have to notice that the browser flashed briefly in the background. Instead, Checkbox should bring the browser to the foreground.
