The page layout is confusing

Bug Description
The most confusing part is the main menu on the left The items in the menu are easily overlooked.
They are in smaller letters than the main middle column. There is generally much clutter enclosed in bluish boxes on the page so one easily overlooks one of the boxes is actually useful.
The items in the menu change all the time. It would be much easier if there was a small selection of functions present all the time at the same place.
ie. the Report a Bug item is missing while viewing a bug.
- one cannot click in a Report Bug place as such permanent place does not exist on the page
- it is not obvious how to report a bug if the Report a Bug item is missing
The page controls are not placed in any logical way.
The Add comment at the bottom of the page is fine. After all, one adds comments at the bottom.
However, the main menu is in smallprint on the top left, search on the top right, some random info scattered in the columns below these.
Please, choose a place for the main controls and put them all there. Searching all over the page is not good for getting anything done.

Thank you for this bug report, Michal. The problem you describe was improved a bit by the Launchpad 1.0 page layout: the Actions menu is now brightly colored, and the applications that completely change the contents of the Actions menu are now above the menu rather than confusingly below it.
However, you are still correct that while "Add a comment" is on the part of the page where you expect it to be, most actions are not. We will experiment with ways of improving this over time.
