Bug Description
Auto-creating identities has some issues when trying to send memos to account name.
Eg:
sqlite> select * from identities where identity like 'Siggi%';
74|7|shadowfire
418||jabber|
429||jabber|
Chances are 418 was created before the account was, by someone saying "say hi to Siggi" on jabber.

I'm not sure if this is really solvable. Automatically creating identities is
a bit of a hack anyway. The only thing I can think of is to require the user
to use a different syntax if the user isn't known, or maybe require the
source to be specified.
<user> bot: tell siggi hi
<bot> user: I don't know who siggi is -- please say "siggi on jabber" if you
know that this is their username
<user> bot: tell siggi on shadowfire hi
<bot> user: Okay
