update-manager randomly pops up without asking

Bug Description
Binary package hint: update-manager
Since Jaunty/9.04 came out (so ~1 month), update-manager now pops up (seemingly) randomly, either after login, or after doing some command line dpkg operations, or at other times by itself.
This could be related to a cronjob.
Ideally, update-manager should not pop up unless requested to do so.
I run with auto-updates (in theory, at least) disabled, as my primary internet link in a GPRS connection where bandwidth is both slowly and monetarily costly.

To restore the correct behaviour, you can run
gconftool -s --type bool /apps/update- notifier/ auto_launch false
