Non Admin User Able to Add Forums

Bug Description

When I log in to KARL 3 as 'staff6' which I understand to be a non-admin user, I am able to new new forums.

I can't reproduce this. When I log in as staff6, I can add forum *topics*, which is correct according to bug #364785, but I can not add forums.

Specifically, this page does not show an "add forum" button when I log in as staff6, but it does when I log in as admin:

Shane is correct, the spec calls for "Add Forum" to be reserved for
administrators.

You are correct. I am able to add Forum Topic, but not able to create a new Forum. I think we can close this ticket if I understand this correctly. Thanks.
