html tags show up in blog comments

Bug Description
HTML tags are showing up in blog comments. Specifically, <p></p> tags are showing up around any text you enter in the comment field. Bug present in both IE and Firefox.
This also occurs for:
1) The terms and conditions and privacy popups.
2) Email.
