Currently package branches don't have any privacy policy support. They probably should.

I think private package branches will be implicitly achieved when distros can be private.

I think we have the primary issue fixed in code now. There is a policy and branches can be some types of private. I think Proprietary/commercial support for distros is a separate issue. William, I think you should mark this bug fix released when we enter the Sharing beta.
