Bug Description
I've successfully tested the required apache config to block certain IPs using RewriteRule. Currently we're blocking at the firewall rather than in apache, but this will allow us to display a custom page instead of just blocking the connection altogether. So, we need a page to show people that have been blocked explaining why and what to do about it if they believe it's in error.
Can we have one added to RF?
