[win32] there is no simple and reliable communication scheme between the installer and elisa

Bug Description

There is no well defined way to access information on the installation process from elisa. As far as I can tell, for the moment, there are two kind of data generated by the installer:
 - data that is put in a registry key and can be accessed that way (example: whether to install recommended plugins)
 - data that is NOT available (example: installation path)
I think the installer should write that information in some sort of log/configuration file that can be used by elisa to know that kind of information.
