Bug mail does not indicate whether an attachment is a patch

Bug Description

When adding an attachment to a bug report it is possible to indicate that the attachment is a patch. However, there is no indication in received bug mail whether or not an attachment that was added to a bug report has been flagged as a patch or not.

For example:

X-Launchpad-Bug: distribution=ubuntu; sourcepackage=apt-cacher;component=universe; status=New; importance=Low; assignee=None;
X-Launchpad-Bug: distribution=debian; sourcepackage=apt-cacher;component=None;status=New; importance=Undecided; assignee=None;
X-Launchpad-Bug-Tags: string-fix

A patch!

** Attachment added: "received-typo.patch"
   http://launchpadlibrarian.net/20586286/received-typo.patch

** Changed in: apt-cacher (Ubuntu)
   Importance: Undecided => Low
