[win32] Two instances of windows installer are opened

Bug Description
The windows installer of Elisa can be launched twice, resulting in two instances running in parallel. This should be avoided as could theoretically result in conflicting or corrupted installations. See attached screenshot.
Steps to reproduce:
1. Download the latest windows installer from http://
2. Double click on the downloaded exe file
3. Double click again on it
Expected result: Focus should move back to the already open installer.
Current result: Two instances of the installer are launched.
