The xlock component of KDE4 calls the kcheckpass utility to authenticate via pam. It's compiled using the service 'kde' (/etc/pam.d/kde). The kdebase-
Users with a more restrictive/secure /etc/pam.d/others can't unlock the screen because pam denying the password check.
