"Report another bug" link in distribution series source package context is unhelpful

On the bug report page for a bug targeted to a distribution series source package, the "Report another bug" link takes you to the page for reporting a bug in that package of that series.

For example, <https://bugs.launchpad.net/ubuntu/hardy/+source/firefox/+bug/246775> has "Report another bug about Ubuntu Hardy firefox".

This doesn't match up with the way distribution series are currently used for bug targeting in Launchpad: they are used for targeting, not for recording where the bug occurs. Therefore the link should be to "Report another bug about firefox in Ubuntu", with the link URL changed accordingly.

This is not the same as bug 193602, but it may save time to fix the bugs simultaneously.
