libfltk1.1-dev doesn't install header symlinks

Bug Description

When I install libfltk1.1-dev, it doesn't install the symlinks /usr/include/FL/foobar.h pointing to /usr/include/foobar.H
When installing FLTK from source, these symlinks are created. (that's the way it needs to be)
So now I installed the Ubuntu package, and libraries can't find the foobar.h (lower case) headers.

It seems like upstream wants to get rid of the symlinks, even by default in the 1.1 branch: http://<email address hidden>/msg03281.html -- is there another reason they're needed?
