bin/newlist script does not process args correctly

Bug Description
I'm trying to automate a script for setting up new lists and I want to be
able to do something like ./newlist listname <email address hidden> mypassword
immediate
However when I run the script it picks up the script name arg[0]? for the
listname instead of the listname I supply.
