GET /people should do something useful and not time out

launchpadlib no longer gets /people all the time, but some people have old launchpadlibs, and if you really do want to get /people it should do something useful instead of timing out all the time. salgado has suggested serving the list of people with the most karma. As an alternative, we could just stop serving the huge list of people and only serve the URLs beneath /people, and the custom operations on /people.
