Launcer/Taskbar Applet Does Not Refresh

Bug Description
Whenever the launchers are changed and the Refresh button is clicked, the launcher applet does not refresh. Because of this, I must remove the launcher applet and then install a new one. Furthermore, when one is done and clicks the close button, not just the settings but the dock itself closes.
