Xubuntu - no password prompt on resuming from suspend

Bug Description
Using ubuntu 8.04 on a thinkpad t61, I am not prompted for a password upon resuming from suspend. There are several threads regarding this on the ubuntu forums, but the jist is that nobody can figure out how to fix this. it was suggested to set the screensaver setting to lock the screen, change the acpi configureation file to reflect that lock screen is true, but that is already the case by default. This could be considered a security issue since a lot of people use suspend to quickly power down their machines, and instinctively assume that it will be secured to some extent.
