put display to sleep when inactive for: quits working

Bug Description

works at first boot-up (sleeps after 20 minutes) then quits working (never goes to sleep) after running an application/utility/update/etc.
hardy 8.04
keeps working properly if you don't run anything. May keep working if you run some things and not others but most of the time it quits after running anything.

I confirm this on Intrepid, Hardy, Gutsy, and Feisty. I've been having a hard time searching for this problem on the Internet. I use an nvidia 7600GS with and LG LCD over the DVI port, also using TwinView with a television connected to the S-video out. The LG goes to sleep the first time after reboot, but then never turns off again after running applications.
