Please add patch.csv

Seeing as how there are only 97 Incomplete bug reports in this query I'm not certain it would be that useful.

I also ran into a few bug reports with a patch that have no source package, the few I looked at were needs-packaging requests. Do you think we should just ignore these in the query? A list of bugs w/o a package and w/ a patch.

I've pushed an opportunity for this to harvest-data but it includes Incomplete and bugs w/o a package. Additionally, perhaps we should filter on Fix Committed ones?

Maybe we should leave the list as it is for now and gradually improve it. The main problem I see is that there's no consistent process for "submit a patch" other than the SponsorshipProcess. Right now it's hard to judge what "Fix Committed" actually means. I could imagine that to a patch contributor it means as much as "a fix is there".
