Bug Description
If a user is a maintainer on a bug by way of team membership (i.e. a team of which they are a participant is in the "maintainers" list on the bug index page), they are not allowed to set the bug private; checking the privacy box and trying to save the change will prompt for authentication.
This probably hints at the bug privacy permission checking (against the explicit subscriber list) not being team aware.
