Bug Description

In order to avoid cruft in our model, upload processor must reject duplicated binary upload, otherwise they end up being having a publication record that cannot be published in the archive.
Since we have released Copy-UI for PPAs this problem become very easy to reach, source copies within the same suite almost certainly will result in duplicated binaries that cannot be published in the archive.

This still wasn't fixed correctly in ubuntu5 ... lpia had special-cased versions that broke. I've fixed it in an ubuntu6 upload, now in the -proposed approval queue.
