Bug Description
In order to avoid cruft in our model, upload processor must reject duplicated binary upload, otherwise they end up being having a publication record that cannot be published in the archive.
Since we have released Copy-UI for PPAs this problem become very easy to reach, source copies within the same suite almost certainly will result in duplicated binaries that cannot be published in the archive.
