Windows remain unselected when changing Desktop

Bug Description

Using Ubuntu 8.04 (Fresh installation so Everythigs Default), an ATI x700 with the "Proprietary Driver" included in the Distribution and AWN installed via Recoacards Repository: v. 0.3.1.
As I can see this Bug appears only with "Keep Below Maximized Windows when not in use".
When I change to a Desktop without any Windows on it and then come back, to a Desktop with one or more, this window don't became active so I have to click on it to use it.
The same behavior was on Ubuntu 7.10.

I think this is a Bug. It appens only with that features active.
With every other setting in Avant, and also without Avant, the window become active just when I switch to a desktop with something open on it.

After thinking about it a bit I'm inclined to classify this as a side effect of the setting. But I really don't know if we should try and fix it per se as my preferences is to let the Window Manager manage this type of things when possible. My concern if we try and fix this is that it may get resolved for one window manager but the "fix" may cause issues in another.

If there's an simple, low impact, fix available I'd be inclined to say we should do it otherwise I'm leaning to leave it be for now. I'll try and take a quick look today. Anyway, I'm still thinking about it but those tend to be my thoughts at this time.

I would love to see this fixed! The reason I use the hide behind other windows option, is because I only want to see or use AWN when I want to, and this 'feature' causes exactly the opposite.
