rme hdsp firmware is not loaded at system startup

Bug Description
For RME HDSP cards, the program "hdsploader" must be run to load the cards' firmware. Currently, there is no (complete) udev rule to do this. If you have one of these cards, and your firmware does not load automatically, please attach to this bug the PCI ID of your card, or the output of `lspci -nn`.
