can not drag between workspaces

this may or may not be related to https://bugs.launchpad.net/bugs/150690 , but that was marked invalid (i'm guessing launchpad decided to).

Its no longer possible to grab a window by clicking its icon on the workspace switcher and dragging it to another workspace. this simply changes your view, it doesnt move the window.
