Updated circulation policy doesn't save when attempting to remove an old and add a new Circulation Limit Set

This issue is semi-related to https://bugs.launchpad.net/evergreen/+bug/2038844

When attempting to both remove an old and add a new circulation limit set to a policy, Evergreen will act like it's saving but the user will encounter the "saving" bar and won't save. The user must first go into the policy, remove the old circ limit set (if it appears on the first loading), save the change, then go back in, add the new limit set, then save that change. This is also occurring intermittently.
