Bug Description
In mutter 45.0-3ubuntu1, we added an autopkgtest to do a test build of mutter. This new build test is consistently failing during the dh_auto_test step on ppc64el and arm64. However, dh_auto_test does run successfully enough on the official Launchpad builders (as opposed to in the autopkgtest infrastructure). Also, we are running the upstream test suite as an "installed tests" autopkgtest already.
Therefore, since the point of the new autopkgtest is just to make sure mutter is buildable and given we already have test coverage, we want to run basically dh_auto_build without running dh_auto_test
This is high priority because it is blocking us from being able to get bugfixes into Ubuntu 23.10.
