Can't search for bug reports that have no tags at all

Bug Description
When tagging bugs it would be handy for me to be able to view which bugs have no tags. Since tags are not available for viewing in the "List all bugs" grid, it would be helpful if there was a default tag available called something like "No Tag Applied" or something like that.
This way I could click that, see a list of bugs without any tag on them, and then go through and add tags to help me categorize them. So as someone working on bugs in a project I might go through once a day and see about tagging bugs that have no tags to help triage things.
Not to be confused with bug 81575, which is about searching for bug reports that lack a *particular* tag.

I'm not sure this is a duplicate. The other bug is about searching for the absence of a specific tag, which means we need to search for a negated tag. This bug is about searching for bugs that have no tags, which is a lot simpler to implement, by just adding a dummy "none" tag that only matches on bugs which have no tags set.
