Ctrl and Alt (option) keybindings don't work in MacOS

Bug Description
OS: MacOS Ventura 13.3.1
Terminal: iTerm2 3.4.19 or Apple Terminal 2.13
Shell: bash
Byobu v5.133 via Homebrew
The ctrl and alt keybindings don't work. It acts like I'm not pressing them at all, so pressing ^F2 makes a new window instead of a vertical split. I've added the alias to vt100 as suggested in the keybindings documentation as well as changing it in the iTerm2 settings. No help.
