Bug Description

We discovered when troubleshooting a hold issue in PINES that there is a missing field in the config.hold_matrix_matchpoint definition in fm_IDL.xml. The stop_blocked_user column is not available for editing in the Hold Policies UI. Branch on the way to correct the issue.
